The Windows Texture Viewer does it, too :
http://developer.nvidia.com
There's also a free paint program with built-in DDS support, the nice little Paint.NET software.
http://www.getpaint.net
Highly recommended if you don't want to spent money.
This program looks interesting because it comes with plugins and you also can write plugins on the fly with its codelab extension.

i use DDS Converter 2
http://files.filefro...;/fileinfo.html

this little program will let you view the files before you convert them. PS probably is just as good though too. i have both.
